Is Jacksonville Tap Water Safe to Drink? What JEA's Data Shows

If you’ve searched for anything about Jacksonville’s water, you’ve probably run into two very different stories. One says the tap water is among the worst in the country.

The other says it’s some of the cleanest in Florida. Both can’t be right, so let’s skip the marketing and look at what the utility’s own data actually says.

Where does Jacksonville’s water come from?

JEA draws its water entirely from groundwater, pumped from more than 130 wells that reach deep into the Floridan aquifer, the same limestone formation that supplies most of the state. That’s a big system.

JEA delivers roughly 120 million gallons a day and runs more than 45,000 water-quality tests a year to stay in line with state and federal standards, as JEA reports in its annual water quality report.

Because the water comes from limestone, it picks up minerals on the way up, mainly calcium and magnesium. It also carries a little hydrogen sulfide, the gas behind the occasional rotten-egg smell, which JEA strips out by aerating the water before it reaches your home.

After treatment, the water is disinfected with chlorine. Plenty of Florida utilities use chloramine instead, a longer-lasting cousin of chlorine, but JEA’s own water quality report lists chlorination, and that detail matters when you’re picking a filter.

Is JEA tap water safe to drink?

Yes. JEA meets every federal drinking-water standard set under the EPA’s Safe Drinking Water rules, and it publishes an annual water quality report showing that compliance, with reports posted from 2013 through 2025.

So where does the “worst water in the country” claim come from? Usually from companies that sell water treatment. It’s a fear hook, and it doesn’t hold up against JEA’s own numbers.

Here’s the honest version: safe and pleasant to live with are two different things. Your water can pass every health test and still leave scale on your fixtures, spots on your glasses, and a faint chemical taste in a hot shower. That’s the real story in Jacksonville, and it has nothing to do with safety.

How hard is JEA water?

Hard. JEA’s system runs anywhere from about 120 to 372 milligrams per liter of hardness depending on which wellfield serves your neighborhood, which works out to roughly 7 to 21.7 grains per gallon depending on the wellfield.

Very hard starts above 180 milligrams per liter on the USGS hardness classes, which converts to about 10.5 grains per gallon at 17.1 mg/L per grain. Much of Jacksonville sits well into that range.

That number matters because hardness is what you actually feel and see day to day:

  • White scale crusting on faucets, showerheads, and inside your water heater
  • Cloudy glasses and spotty flatware straight out of the dishwasher
  • Soap and shampoo that never quite rinse clean, leaving skin tight and hair flat
  • Appliances that wear out faster because scale builds up on every heating element

None of that is a health risk. It’s just expensive and annoying, and it’s the reason so many Jacksonville homes end up softening their water even though the utility already meets every standard.

Why does hardness change from one part of Jacksonville to another?

Because JEA blends water from more than 130 wells, and the wellfield serving your neighborhood decides your number.

Hardness isn’t uniform across the city, so two homes only a few miles apart can read noticeably differently. Some grids run at the higher end of that 120 to 372 milligram range, while others sit closer to the system average.

The bigger divide is city water versus private wells. Inside Duval, most homes are on JEA and get treated, aerated, disinfected water.

But move into Clay, Nassau, or Baker counties, or out to the rural edges of Duval, and a large share of homes pull straight from private wells with no treatment before the house. A well needs its own numbers.

If you’re seeing orange staining, catching a sulfur smell or finding blue-green marks in a sink, those point at iron, hydrogen sulfide or low pH, and each one is treated differently.

It’s the reason a well home and a JEA home in the same zip code can need completely different systems, and why a single one-size-fits-all quote is usually a warning sign.

What about the rotten-egg smell?

If you’ve ever caught a whiff of rotten eggs from a tap, especially first thing in the morning or in hot water, that’s hydrogen sulfide. It forms naturally in the aquifer. JEA aerates its water to drive the gas off before distribution, so on city water the smell is usually faint or gone.

Private wells are a different situation. A large share of homes outside the JEA service area is on well water that gets no treatment before it reaches the house. If a well home is catching a sulfur smell or seeing orange staining, a test is what sorts out which one it is, because they’re treated differently.

One thing to check first: if the smell shows up only in hot water, the culprit is likely the water heater rather than the well, where the tank’s magnesium anode rod reacts with sulfate-reducing bacteria to make hydrogen sulfide.

The fix there is an aluminum-zinc or powered anode rod plus disinfecting the tank, not a whole-house system. When the smell really is the well, a softener alone won’t do it either: that takes air-injection oxidation ahead of the softener, to handle the sulfur and iron first.

What can you actually do about it?

For most Jacksonville homes on JEA, two things handle the everyday issues:

  1. A water softener for the hardness. Sized to your actual grains-per-gallon, it stops the scale and the spots and lets soap rinse clean.
