In Duval, 94% of samples come in above the very-hard mark. In Nassau it's 100%, but of a small sample.
Clay is where a metro-average pitch goes furthest wrong. It holds the most wells of the five counties and reads moderate at about 5.4 gpg. Independently measured JEA readings around Orange Park run 7 to 8 gpg. Those point the same way.
Three of the five counties have unresolved well-depth bands. Those three cover 61% of the metro's wells. Depth matters. A shallow well and a deep Floridan well at the same address can draw different water. So treat the table as a starting prior. Your number exists at your tap and nowhere else.
WHY IT'S HARD HERE
Why is Jacksonville's water hard?
The Floridan aquifer is carbonate limestone under all of Florida and parts of the states next door, about 100,000 square miles of it. USGS calls it one of the most productive aquifers in the world.
Water is a good solvent. As it moves through soil and rock it dissolves calcium and magnesium and carries them along.
Locally, USGS mapping puts Duval's Floridan hardness at 250 to 300 mg/L. That's 14.6 to 17.5 gpg. The same mapping establishes that Duval domestic wells tap the Floridan.
JEA's own source wells reach the Floridan at 800 to 1,000 feet below land surface. Same limestone, same minerals, whether it arrives by city main or private well.

Does JEA soften the water?
No. JEA aerates to remove sulfur compounds, chlorinates for disinfection and distributes. None of that removes hardness, so it reaches your tap intact.
Delivered hardness runs roughly 120 to 372 mg/L, or about 7 to 21.7 gpg. The median sits near 16. The spread is the useful part. Two homes a few miles apart can sit on different wellfields and read differently. That's the honest argument for testing at the tap instead of looking up an average.

WHAT HARDNESS COSTS
What does hard water actually cost you?
Mostly in water heater efficiency and fixture life. There's a real study behind that.
In 2009, Battelle Memorial Institute ran a Water Quality Research Foundation study on 30 water heaters over 90 days. The test water ran about 26 gpg under an accelerated scaling protocol.
Gas storage heaters on unsoftened water fell from 70.4% to 67.4% average efficiency at two years of equivalent service. Softened units held.
They took on about 528 grams of scale a year, against about 7 grams softened. Tankless gas dropped from 80% to 72% and needed deliming at 1.6 years equivalent. Softened tankless held 80%.
Electric heaters held efficiency either way, since the element sits in the water. They still collected about 907 grams of scale a year unsoftened, against 14 softened. Low-flow showerheads clogged after an average of 3,203 gallons unsoftened. The softened ones finished the test clean.
The caveats stay attached

What it supports is directional. Hard water measurably cuts water heater efficiency and clogs fixtures. Softened water held factory efficiency in the lab. That's an appliance question, not a health one.
WHAT ACTUALLY FIXES IT
What fixes hard water?
An ion-exchange softener, sized to your water. Two mechanical points are worth knowing first.
Metered regeneration, not a timer. A metered valve tracks the gallons you actually use and regenerates when the resin bed is near capacity. A timer regenerates on a clock whether you used that capacity or not.
That wastes salt and water on a light week. It can let hard water break through on a heavy one. We don't quote a savings percentage for it, because the published figures come from equipment sellers and vary.
Sizing, which is your compensated hardness times what your household actually uses in a day. That's why household size is one of the six questions and square footage isn't.
Salt-free conditioners are a different device with a different job. Template-assisted crystallization and similar systems turn hardness minerals into crystal forms that resist sticking.
So they inhibit scale. They don't remove calcium or magnesium, and a hardness test still reads hard afterward. We call them conditioners or scale inhibitors, because that's what they are.
On septic, a WQRF-commissioned Virginia Tech study found that efficiently operated softeners don't harm septic tank performance. They may improve it.
Very inefficient ones may affect solids reaching the drain field. The honest reading is that a well-set, efficient softener is septic-safe. Not that softeners are good for septic systems.

How do I find out my own number?

What removes hard water naturally?
Nothing you can do at the sink removes hardness. Vinegar dissolves scale that's already formed, which is cleaning rather than softening. Ion exchange is what actually takes calcium and magnesium out of the water. Salt-free conditioners change how those minerals behave so they resist sticking. The water still tests hard afterward.
Do I need a water softener in Jacksonville?
